Decision no. 1/2020 in Relation to the Development of the Crisis Situation in the Spread of Coronavirus

Article 1
Subject matter

1. BUT Crisis Staff members will
a) be operationally available and ready to participate in the convened Crisis Staff meetings.
b) ensure reliable and verified transmission of information and decisions of the Crisis Staff to other senior staff of faculties and departments.

2. Senior employees of faculties and departments will
a) decide on urgent and necessary work and the way to be carried out according to the nature of the activities of the individual workplaces and ensure that the tasks of the workplaces are carried out to the extent necessary;
b) ensure their operational availability on telecommunications equipment and are ready to act and comply with the measures and instructions of the BUT management and Crisis Staff;
c) where appropriate, ensure their presence or of their subordinate employees in the workplace to ensure urgent and necessary work;
d) immediately cancel all planned arrivals of persons from abroad until further notice;
e) ensure the prohibition on business trips of employees abroad until further notice;
f) inform the Bursar's Office about the scheduling of the working hours at the registrars, dean's secretariats / heads of faculties / departments, study and foreign departments to by March 16, 2020.

3. The urgent and necessary operational activities and work are:
a) ensuring the basic operation of objects, incl. objects security and operational functions of objects;
b) ensuring communication in paper and electronic form, incl. organization and operation of relevant organizational units and facilities, computer networks, information systems, filing services, incl. internal "coffer" mail etc.;
c) ensuring communication with state and public authorities and institutions, incl. grant providers, etc.;
d) ensuring of other tasks of the higher education institution taking into account the current situation. 

4. Academic, research and professional staff

The head of the faculty/department is required to:
a) apply “home office” to the maximum extent possible; the setting of necessary exceptions is determined by the head of a faculty/ department;
b) draw attention of new arrivals already present at BUT to the emergency situation and measures taken and recommend them returning home;
c) inform new arrivals, whose arrival could not be cancelled before and who require accommodation in the dormitory, that they will be provided with accommodation for the necessary time to ensure their departure in quarantine mode.

5. Other non-academic staff, technical and economic workers and blue-collar workers

The head of the faculty/department is required to:
a) apply “home office” to the maximum extent possible; the setting of necessary exceptions is determined by the head of a faculty/ department.
b) provide workers with a limited working time schedule at the workplace for the necessary time to deal with urgent and necessary work/operational tasks that cannot be performed outside the workplace. The rest of the working time will be fulfilled by the employee according to point 5a).
c) inform new arrivals, whose arrival could not be cancelled before and who require accommodation in the dormitory, that they will be provided with accommodation for the necessary time to ensure their departure in quarantine mode.

6. Students
a) The personal presence of students in the buildings of BUT faculties and institutes in connection with their studies is currently prohibited until April 12, 2020; the study administration will be handled solely electronically or by post (e.g. the confirmation of study etc. will be sent by post upon the student's request).
b) New arriving foreign students (if already present) will be notified of the emergency situation and measures taken and will be advised to return home.
c) Students staying at dormitories:
  • everyone will be advised to leave the dormitory;
  • newly arriving foreign students who require accommodation in the dormitory will be provided with the accommodation for the necessary time to ensure their departure in quarantine mode; if the departure of foreign students is not possible, the quarantine will last for at least 14 days;
  • short-term accommodation of persons, including students, in dormitories is prohibited;
  • accommodated students are obliged to contact the official designated places and the Accommodation and Catering Services in case of symptoms of the disease;
  • accommodated students are obliged to observe sanitary and safety measures and minimize their stay in the common areas of the accommodation.
d) Information to students
  • Further information on the development of the situation at BUT will be published on the BUT website and at the faculties by March 25, 2020 at the latest.
  • The aim of BUT is to enable, even in the emergency mode, proper completion of studies for final year students and fulfilment of all study obligations for other students.

7. Institutional measures
a) Premises and areas where the public can enter shall be closed; the measure does not concern the lessees, but it will be recommended to adjust the operation accordingly, including the adherence to security measures.
b) Admission procedures with a scheduled date of April 12, 2020 requiring the applicant's personal presence shall be postponed; information will be submitted subsequently.
c) The authorities of the university shall act as necessary without limitation taking into account the current situation.
d) Hygiene measures and purchases of cleaning and hygiene products shall be adapted to the situation.
e) Canteen meals will be provided in a restricted mode.

Article 2
Final Provisions
1. This internal standard shall enter into force at the time of release, with the exception of provisions 4a), 5a) and 5b), which shall enter into force at the latest on March 16, 2020.
