Předmětem veřejné zakázky ve výzkumu, vývoji a inovacích je získání návrhu řešení projektového rámce formou soutěžního dialogu na služby v aplikovaném výzkumu, vývoji nebo inovacích až do podoby realizovatelného projektu, který bude mít atributy aplikovaného výzkumu nebo inovace. Projektový rámec směřuje k definici projektu, který připraví poskytovatel ve smyslu § 2 odst. 2 písm. h) ZPVV. Cílem projektu je najít a popsat postupy jak procesní (logický postup), tak technické (požadavky na obsah předkládané dokumentace), které by vytvořily vhodné prostředí a podmínky pro práci dotčených orgánů státní správy (DO) umožňující plnění jejich povinností jak věcných (kvalifikované ověření plnění požadavků), tak časových (správní lhůty) i v případech kdy plnění požadavků (technické řešení) je realizováno dle zahraničních norem. The main objectives of the project are to strengthen the professional readiness of civil servants of the authorities involved in the permitting processes of new nuclear power plant projects (NNPP) in the Czech Republic (e.g. the regional hygiene station, the fire brigade, environmental authorities and other entities). The technical solution of the foreign supplier of NNPP will not be prepared in accordance with Czech legislation and the standards used in the Czech Republic. Authorities will need to have qualified assessment guidelines available for their decisions, and it seems necessary to ensure a coordinated approach of all actors in the permitting process. The aim is to set a normative basis, .ie. proof of compliance with Czech legislative requirements. In many cases, the normative basis will have to be derived from manufacturers and suppliers of special components. This will necessitate the evaluation and analysis that would prove the fulfillment of legislative requirements in a different manner than by complying with Czech standards. The result will be in the form of general methodology for involved authorities, how to solve deviations between Czech standards and standards of country of the supplier. Another goal is to assess the possibilities of connecting all the aforementioned actors involved in the permitting process with the academic sphere. It will also include the creation of a methodology for expert solutions to deviations between foreign and Czech standards.
