Original Abstract

Nowadays global navigation satellite systems (GNSS), along with geographic information systems (GIS), are one of the most growing geo-information technologies. However, there is lack of projects which use of mutual support these technologies. The projects are mainly aimed at solving particular problems (signal propagation in a given area, coverage of GNSS signal, solutions of influence of barriers on the accuracy of measurement, etc.). This paper describes a global view on the interaction GNSS and GIS from the standpoint of planning of measurement. The GIS technology with support of spatial analyses simulates the real environment and determines the effective deployment of GNSS methods in this locality. GIS thus in a part replaces a reconnaissance of the terrain and it allows an increasing the entire measurement process about a hierarchical level above, i.e. into field of planning and management. The principle of method is the division of the locality into sub-areas according to the conditions for GNSS measurements, and an optimal surveying method is assigned for each area. In this article is described a mathematical model and mode of implementation of the method into ArcGIS environment. Fuzzy logic is used due to the uncertainty of the conditions for the deployment of GNSS methods. The project also includes an expert system in which existing experience with GNSS measurements are stored. It is assumed that this expert system will be continuously updated and it will contribute to a gradual increase in the quality of the whole planning process. The article contains the proposal of the expert system, which is realized by relative database in MS Access and which is included into ArcGIS. The proposed method of optimization of GNSS measuring was verified in the locality of Znojmo in the Czech Republic. Experimental results proved that it is possible to plan GNSS measurement in the terrain on the base of geo-data and other information without previous reconnaissance
