Original Abstract

A complex assessment of social risk of major industrial plants as well as small-scale installations and storage facilities is not a simple task. As a primary goal it is necessary to identify such risk sources that contribute in the highest extent to the generation of a serious industrial accident. A number of nodes in large industrial complexes may approach to thousand nodes representing one unit from the safety aspect. Updating of existing and erection of new installations lead to an increase in a number of these units (remote fittings installation). When elaborating safety report, those risk sources that are beyond the evaluated establishment premises and may, therefore, represent a source of danger for the public outside the establishment, are of prime attention. To select and identify all the serious risk sources in the establishment serving to handle and process dangerous and toxic substances is not easy at all. The selection must respect a comparability of individual sources, taking the consequences into account. The applied method must be simple, applicable to all production units, and the results must be transparent. There is no reason to expect that a method that has not been elaborated for these purposes can be applied in the process of risk sources selection. One of the methods elaborated for these purposes is a procedure developed by the Netherlands institute TNO and published in a series of Purple Book.
