Original Abstract
The paper follows previous papers in which the motivation for the development of a model for design and operation planning of WTE plant was described. So, the optimization approach introduced in this paper supports waste-to-energy facility planning. The key challenge of the paper is to build an optimization model that allows us to find optimal decisions about the investment with respect to long time horizons and uncertain parameters, see e.g. low heating value of waste, trend of energy prices, heating demand, lifetime of a plant, etc. Therefore, stochastic programming seems to be a suitable tool to deal with the uncertainty in the considered problem. The proper approach to tackle the problem has been identified as two-stage multiperiod stochastic programming and the original scenario-based model has been built.
