Výstavba se v roce 2010 stala objektivním zájmem Evropského parlamentu a Rady Evropské unie. Výsledkem bylo, že dne 19. května 2010 byla vydána směrnice 2010/31/EU o energetické náročnosti budov. Směrnice tak podpořila již v minulosti nastartované unijní kroky k potřebnému snižování energetické náročnosti. V horizontu nejbližších deseti let budou probíhat procesy, jejichž cílem je radikální omezení energetické potřeby a z toho plynoucí regulované využívání neobnovitelných energetických zdrojů. Dosavadní relace mezi spotřebou energie ve světě a v České republice ukazuje, že energetická spotřeba je v ČR více jak dvakrát vyšší. Dokumentuje to graf na obr. 21.1. Také tato publikace je ve své komplexnosti zaměřena na toto téma. Je vedena cílevědomou snahou, aby se do tohoto trendu na všech stupních, oblast univerzitního vzdělání nevyjímaje, aktivně zapojily nejširší vrstvy společnosti. Blízká budoucnost tak bude daleko více, než je tomu dosud, respektovat změněné podmínky, které povedou k výstavbě energeticky úsporných budov. Významné místo zde sehrají úspory dosažené při provozu staveb, ve kterých větší podíl zastanou obnovitelné zdroje energie. K tomuto proudu je možno přiřadit také používání alternativního, dnes stavebníky poměrně příznivě nahlíženého stavebního materiálu, kterým je sláma.

Building construction is in the focal point of objective interest of the European Parliament and the Council of the European Union. This is proven by the fact that on 19 May 2010, Directive 2010/31/EU was issued on building energy performance. The Directive has supported the Union steps started in the past towards necessary reduction of building energy performance. In the nearest decade, processes will take place aiming to radically reduce energy performance and consequent regulated utilization of non-renewable energy resources. Previous relations between energy consumption in the world and in the Czech Republic show that demands for energy are more than double in CR. This publication also deals with this topic in its complexity. It is lead by purposeful effort to make the widest layers of society actively participate in this trend at all levels – university education makes no exception. The near future will respect adjusted conditions much more than the previous periods; these conditions will lead towards development of energy-saving buildings. Savings gained in building operation (where renewable energy resources represent a bigger portion) play a significant role here. This trend also includes utilization of alternative building material regarded favourably by current civil engineers; it is a product of agriculture, i.e. straw.
