Změna evropské, potažmo české legislativy v oboru energetiky a vytápění, přinesla nový pohled na návrh zdroje tepla. Evropská směrnice 31/2010/EU o energetické náročnosti budov přinesla mnoho změn. Jednou z těchto změn je zohlednění primární energie při návrhu zdroje tepla a při návrhu celkové energetické koncepce budov. V české legislativě definuje primární energie norma ČSN 730540-2 a vyhláška č. 78/2013 Sb. o energetické náročnosti budov. Tyto dva dokumenty definují požadavky na primární energie odlišně. Zatímco norma definuje závaznou hranici primární energie, vyhláška vychází z porovnání sledované budovy s tzv. referenční budovou, pro každou budovu je tedy jiná hraniční hodnota.

The European Directive 31/2010/EU on the energy performance of buildings has brought many changes. A fundamental change is the primary energy in the design of the heat source and the design of the overall energy building concept. In Czech legislation defines primary energy standard IEC 730540-2 and Decree No. 78/2013 Coll. on the energy performance of buildings. These two documents define the requirements for primary energy differently. The standard defines the mandatory limit of primary energy. The decree is based on comparing the monitored building with the reference building, each building is therefore different threshold.
