Introduction to Emergency Management

Definition of emergency events and emergency situations. Clasification of scale for emergency situations by their origin. Characteristics of impacts form emeregncy situations and typ procedures of their solutions. Extraordinary measures as a tool for solving emergency situations. Characteristic, sorts, purpose and impacts of extraordinary measures and their law expressions. Extraordinary measures for solving the threatened lives, health, property and the environment, threat for economy function of state. Financial support for solving extraordinary measures.

Planned learning activities and teaching methods

Teaching methods depend on the type of course unit as specified in the article 7 of BUT Rules for Studies and Examinations.

Assesment methods and criteria linked to learning outcomes

Students will learn the area of natural disaster and man-made accidents as an independent study. Organisation of prevention, liquidation of consequences and suppresion.Forces and means for liquidation of consequences. Saving methods. Students will be acquainted during the excercise with useing means of reconnaissace, monitoring, decontamination, individual protection, collective protection, sheltering citizens in shelters.

3) Characteristics of impacts form emeregncy situations (E.S.)
4) Case studies I (Natural Disaster)
5) Case studies II (Man-made accidents)
6) Case studies III (Terrorism)
7) Typ procedures of solutions of E.S.
8) Typ actions of elements of the I.R.S.
9) Extraordinary measures as a tool for solving emergency situations
10) Characteristic, sorts, purpose and impacts of extraordinary measures and their law expressions
11) Extraordinary measures for solving the threatened lives, health, property and the environment, threat for economy function of state
12) Financial support for solving extraordinary measures
13) Current threats of terrorism

Aims

To acquaint students with the area of solving emergency situations

Specification of controlled education, way of implementation and compensation for absences

The subject is presented as standard lessons. Students will have mastered realisation of decontamination by improvise means, prediction for spread of harmful substances in the environment. Extent of knowledge and skills is according to summary of subject.
