Learning outcomes of the course unit

Students gain basic knowledge about historical development of methods of evaluation under conditions of the Czech Republic and knowledge about development of legal rules for real estate evaluation. They also gain basic knowledge and skills necessary for orientation in former legal rules in the terms of real estate evaluation.

Knowledge of terminology and basic principles for property evaluation.

Planned learning activities and teaching methods

Teaching is carried out through lectures and seminars. Lectures consist of interpretations of basic principles, methodology of given discipline, problems and their exemplary solutions. Seminars particularly support practical mastery of subject matter presented in lectures or assigned for individual study with the active participation of students.

Assesment methods and criteria linked to learning outcomes

Semestral work that combines two expert reports is the obligatory condition for gaining the credit. Reports are aimed at evaluation of family house according to two different legal rules.

Course curriculum

1. Introduction, historical development in real estate evaluation in the period between 1897 to 1994, division of periods according to used methods and methodical relations in legal rules, specificity of evaluation according to former legal rules.
2. I. period: 1897 - 1964, real estate evaluation until 20th June 1939
3. I. period: 1897 - 1964, real estate evaluation in the period from 20th June 1939 to 31st May 1953 (stop prices) and from 1st June 1953 to 30th April 1964 (after monetary reform)
4. II. period: 1964 - 1984, basic price regulations, basic approaches to evaluation, categorization of object from the point of view of quality class, determination of original price of building, calculation of the wear of building, evaluation
5. II. period - evaluation of objects in personal ownership - family house (residential part of a farmhouse), its purposes, definition of terms: living room, room for temporary housing, room according to law act No. 111/1950 Coll., living area, objects for individual holiday, garages, small buildings, well, landscape work, unfinished buildings
6. II. period - price of right to personal usage of land, price measurements about prices of lands and permanent tree stands; evaluation of real estate in private ownership (buildings and areas compensation). Specificity of transfers between citizen and socialist organisation and vice versa
7. III. period 1984 - 1994, basic price regulations
8. III. period - evaluation by cost method by time price established by point method, determination of number of points, built-up areas, number of floors, determination of the original price of building, calculation of wear, material value of the building
9. III. period - evaluation of objects in personal ownership - family house (residential part of a farmhouse), its purpose, floor area, dwelling house (with maximum of 3 flats), houses for individual recreation (cottages, houses, chalets, bungalows), garages, side buildings, well, external works, unfinished buildings.
10. III. period - land prices and cover for the establishment of right of personal use, evaluation of permanent vegetation, evaluation of objects in personal ownership – other dwelling houses, buildings not serving for personal use
11. III. period - transfers between citizen and socialistic organization and vice versa, changes in evaluation
12. Evaluation of flats between 1966 - 1994, compensation for expropriation of real estate (1949-1994)
13. Curiosities in evaluation for purposes of restitution

Goal of this course is to acquaint students with wide historical context of problems of real estate evaluation.

Specification of controlled education, way of implementation and compensation for absences
