Urban Planning in the Czech Rep. and EU

Urban planning deals with the organization of inhabited spaces, the arrangement of human activities and their influence on the environment in the widest sense (i.e. including the social environment).
The subject deals with the creation of rational land-use organization, the use of land and links between the individual types of use.

Learning outcomes of the course unit

Basic orientation in the history, present state, organs, tools, legislative support and current problems of the main activities and specialisations of urban planning, both on the territory of the Czech Republic and analogically, in a more concise form, in relation to the EU.

Prerequisites

General knowledge within the scope of the bachelor’s degree in architectural studies.

Course curriculum

1. Introduction to the course, basic terms, role of urban planning, relationship and position of specialisations and activities which deal with the planning of the use of land and influencing of the environment – land-use and strategic planning, urban planning, landscape planning, regional policies etc.
2. Strategic planning, history, aims and tools – the military and private sector in the USA, application in the municipal sphere and transfer to Europe, basic methods (expert and community).
3. Strategic planning in the Czech Republic after the year 1989 (use of strategic tools at a local, regional and national level, an overview of strategic and programme documents of the Czech Republic and their linkage to EU documents).
4. Urban planning in the EU – history and present form – development of urban planning, possibilities for the EU to influence spatial development.
5. Important EU documents (Europe 2000, Europe 2000+, European perspectives on land-use development, Council of Europe documents).
6. Hierarchical structure of urban planning in EU countries – basic factors which influence the form of the planning system, typology of planning systems, the role and responsibilities of the individual hierarchical levels – local, regional, national, multi-national.
7. General characteristics of the urban planning tools used in EU countries – classification according to the form and the main aim of the tool, classification according to the hierarchical level at which the tool is used, specifics of some countries.
8. Characteristics of the planning system in selected EU countries – Denmark, the Netherlands.
9. Characteristics of the planning system in selected EU countries – France, Britain, Ireland.
10. Characteristics of the planning system in selected EU countries – Belgium, Luxembourg.
11. Characteristics of the planning system in selected EU countries – Germany, Austria, Slovakia.
12. A current topic.
13. Excursion.

Aims

The students will be acquainted with the history, present state, organs, tools, legislative support and current problems of the main activities and specialisations of urban planning. These topics are covered for the territory of the Czech Republic first, and later dealt with analogically in relation to the EU, in a more concise form in which attention is paid to the basic differences.
