Urban Planning in the Czech Rep. and EU

Urban planning deals with the organization of occupied space, the organization of human activities and their impact on the environment in the broadest sense (including the social environment). The aim is to create a more rational organization of land use and links between these types of land use in order to balance development requirements with environmental protection needs and to achieve social and economic objectives. Students are first acquainted with the history, current status, authorities, instruments, legislative anchoring and current problems of the main activities and fields of spatial planning in the Czech Republic. Subsequently, the same themes in relation to the EU are discussed in a more concise way, paying attention to the fundamental differences. This overview is complemented by a more detailed description of the planning systems of selected countries (mainly EU15).

Aims

The students will be acquainted with the history, present state, organs, tools, legislative support and current problems of the main activities and specialisations of urban planning. These topics are covered for the territory of the Czech Republic first, and later dealt with analogically in relation to the EU, in a more concise form in which attention is paid to the basic differences.

Syllabus

1. Introduction to the course, basic terms, role of urban planning, relationship and position of specialisations and activities which deal with the planning of the use of land and influencing of the environment – land-use and strategic planning, urban planning, landscape planning, regional policies etc. 2. Strategic planning, history, aims and tools – the military and private sector in the USA, application in the municipal sphere and transfer to Europe, basic methods (expert and community). 3. Strategic planning in the Czech Republic after the year 1989 (use of strategic tools at a local, regional and national level, an overview of strategic and programme documents of the Czech Republic and their linkage to EU documents). 4. Urban planning in the EU – history and present form – development of urban planning, possibilities for the EU to influence spatial development. 5. Important EU documents (Europe 2000, Europe 2000+, European perspectives on land-use development, Council of Europe documents). 6. Hierarchical structure of urban planning in EU countries – basic factors which influence the form of the planning system, typology of planning systems, the role and responsibilities of the individual hierarchical levels – local, regional, national, multi-national. 7. General characteristics of the urban planning tools used in EU countries – classification according to the form and the main aim of the tool, classification according to the hierarchical level at which the tool is used, specifics of some countries. 8. Characteristics of the planning system in selected EU countries – Denmark, the Netherlands. 9. Characteristics of the planning system in selected EU countries – France, Britain, Ireland. 10. Characteristics of the planning system in selected EU countries – Belgium, Luxembourg. 11. Characteristics of the planning system in selected EU countries – Germany, Austria, Slovakia. 12. A current topic. 13. Excursion.

Syllabus

Analysis of existing strategic plan of selected municipality, presentation of final work among seminar group, discussion, topics, and recommendations for creation and realization of strategic plan goals. 1. Introduction, determination of the task, selection of the municipality. 2.-3. Fieldwork, visit to the local authorities of selected municipality, discussion with members of local council, analysis of need and realization of strategic plan goals, relation to documents of town planning. 5.-7. Working out of the task, consultations on semi-finished work. 8.-12.Presentation of semunar works in the frame of seminar group. 13. Submissions and evaluation of results.
