Aims

Goal of this subject is to gain compact knowledge from wide array of legal rules for public government and self government. Student will be able to solve municipal problems practiced commonly by employees of communes, municipal offices, district offices, housing associations, by property managers, real estate agencies, etc.
Students gain well-arranged knowledge of wide array of legal rules for public administration and self-government in the field of property rights. Further, they gain basic knowledge from the field of management, evidence and handling of real estate of self-governing units and detail knowledge of questions connected with real estate evaluation for the need of state and communes.

Syllabus

    1. Introduction to the subject. The concept of the state, the rule of law. Political system of the Czech Republic. Administrative division - regions, districts, administrative districts, statistical areas (NUTS), Euroregions. Economic control over the disposal and management of immovable property. Relationship between the state, regions and municipalities.
    2. Training of civil servants in state and local government.
    3. Municipal property. Independent competence of a municipality - management of property, the right to own and manage property independently. Efficient and economical use of municipal property and its protection. Disposal of municipal immovable property - intention to sell, exchange or donate immovable property, to lease it or to provide it as a loan. Determination of the price in case of transfer of property for consideration. Preparation and practical implementation of the disposition of municipal property. Local charges.
    4. Methods of valuation of immovable property of the state, regions and municipalities in the preparation and implementation of different types of property dispositions. Care of a good steward.
    5. Lessons on expert valuation of real estate I - case study.
    6. Lessons learned on expert valuation of real estate II - case study.
    7. y Lessons on the valuation of real estate III - case study.
    8. The procedure of municipalities in preparing and discussing proposals for the disposal of their own immovable property - tender, sale or lease to a direct bidder.
    9. Management and sale of municipal housing stock. Usual price of rented flats and houses. Economic and social rents. Public aid issues, elements of public aid, most common forms of public aid, exceptions to public aid. Price regulation.
    10. Price maps of municipal building land. Principle of price map construction given by the legislation, demonstration of its practical application in map creation. Application of VAT to municipalities and other non-profit organisations.
    11. Issues of public procurement and tendering by municipalities, definition, division of public procurement, evaluation of tenders - criterion of economic advantage and lowest bid price.
    12. Public-private partnerships in the EU and the Czech Republic. 
    13. Summary of the discussed material, credit test.
