Expert Assesment in ICT

The course focuses on organisation and management of expert assessment, expert´s responsibility, process of expert when delivering reports with emphasis on proceedings in front of public authorities, the methods for property valuation, methods for stipulating the amount of damages on tangible property and methodology of writing expert and witness opinion.

Rules for evaluation and completion of the course

Conditions for gaining course-unit credit: Participation in seminars, turning given projects in.. Exam: Exam consists ofwritten and oral parts and classification will be given according to performance level of both parts. Classification of written test - percentage of wrong answers: 6/A, 12/B, 18/C, 24/D, 30/E
The teacher keeps an attendance sheet.

Aims

The aim of this course is to get the basic information of the way how to organise and carry out expert assessment in the Czech Republic. Students will learn how to distinguish between special and expert assessment, understand the way how experts participate in proving in proceedings in front of the public authorities, to gain the basic knowledge in the field of system access for making special and expert reports and gain the professional knowledge regarding the methods for property valuation and damage assessment with special emphasis on information technologies.
Students gain the basic knowledge of general approaches while solving expert problems, making and checking expert assessment in the Czech Republic and the process of an expert when delivering expert opinions with emphasis on proceedings in front of the public authorities. Students will become familiar with general approaches when solving special and expert problems, system access for making special and expert reports. Student will learn how to use special terms when valuating property, based on the theory of valuation and international customs. Student will be able to explain semantic relationship with the terms established by the rule of law of the Czech Republic. Student will be able to define the essential characteristics from which their value is derived. Student will understand the basic approaches to quantification of their value in money terms. Student will understand legislation for damages caused by damage of a thing and the principles of the amount of the material damage.
